Operations Dashboard for ArcGIS Error The map used by the Operation View could not be opened. The basemap cannot be accessed. Please contact the owner of the Operation View.

Si sale el siguiente error intentar acceder a un Dashboard de ArcGIS

Cambia el mapa base del mapa que esta siendo utilizado en el Dashboar, intenta poner cualquir URL de los servicios de ArcGIS Server que tengas y pon el boton Use as Basemap

El Dahsboar que construiste accedelo como http://   es decir no lo accedas en el navegador como https
